Bruceton Votes on Tax Rate, Recorder Announces Resignation

What would already be the highest city property tax rate in Carroll County may get even higher after Bruceton’s board of Aldermen passed the first reading of their new rate at their meeting July 8.

The board also approved an equipment purchase for the fire department, and Recorder Annie Hand announced her resignation.

Tax Rate

Prior to this year’s countywide property reappraisal, the Town of Bruceton’s property tax rate was $2.20 per $100 of assessed value.

Following the reappraisal, the Carroll County Board of Equalization certified Bruceton’s new revenue-neutral rate at $1.3396. A revenue-neutral rate is meant to generate approximately the same revenue as before, despite changes in property values.

However, the Bruceton Board of Aldermen voted on first reading to adopt a higher rate of $1.70 per $100.

That represents a nearly 27% increase over the certified rate and could result in higher tax bills for many residents, especially those whose property assessments rose significantly.

The higher levy is expected to offset a potential rise in unpaid property taxes.

“We’re expecting a lot more delinquencies than we normally have, because people’s property values have gone up,” said Recorder Annie Hand. “If we collect 90%, we’ll be doing very well this coming year.”

Hand explained that in past years, Bruceton typically collected over 93%, and last year’s collection rate reached 99%.

However, she said this year is shaping up to be “odd,” predicting many property owners may be caught off guard by increases in their assessments.

The motion to approve the new rate passed unanimously on first reading. A second reading is required before the rate becomes official.

Fire Department Equipment

The board approved the purchase of new turnout gear for Bruceton’s volunteer fire department, using funds from a $30,000 state equipment and training grant.

The department had previously spent $9,407 from the grant on fire hoses.

After the new purchase of $9,876 from MES, the department will still have approximately $10,700 left to spend before the September deadline.

Recorder Resignation

Recorder and Certified Municipal Finance Officer (CMFO) Hand submitted her resignation, effective November 1.

Hand said she is relocating to Colorado due a job opportunity taken by her husband.

“This wasn’t a decision made out of frustration,” Hand told the board. “I really enjoy working here. It’s like family to me, so I’m sad to leave but looking forward to the new opportunities.”

Hand told the board she plans to assist in training her replacement.

“I wanted to stay long enough to help find someone and get them up to speed,” she said. “There’s a lot to learn in this role, and the more time we can give someone, the better.”

Mayor Robert Keeton said the job listing would be published immediately, with a preference for applicants already certified as a CMFO.

Interviews are expected to begin by mid to late September to allow at least one month of overlap.

Other Business

The board also voted to seek bids to repair roof leaks at utility buildings located near Bruceton’s sewer lagoon.

An insurance claim for storm-related damage to the roofs was denied. The town still must move forward with repairs.

Mayor Keeton said the town is eligible to receive some money from FEMA, who recently included Carroll County in their disaster declaration for storms in early April.

“That is something we’re going to have to look into,” Keeton said. “If we get some FEMA money, great, if not, that is just the way it is.”

During his comments Keeton mentioned Central Elementary Beta Club students Ariella Hall and Kaylynn Barrett for earning a national championship in Performing Arts at the National Beta Convention.

“We’re proud of the work our local school system is doing with the children of this area,” Keeton said.

The digital water meter installation is underway throughout town.

Maintenance Supervisor Andy Baker said all the meters at homes and businesses south of Broad St. have been changed out.

Over the coming days, the installation company will be changing out meters north of Broad St.

Bruceton’s next meeting will take place Tuesday, August 12 at 5 p.m.
