An investigation by the Tennessee Comptroller’s Office has found that former Clarksburg School Parent Teacher Organization (PTO) treasurer and vice president Rachel Sawyers misappropriated funds intended to support students and teachers at Clarksburg School. The investigation began after PTO officials identified and reported questionable purchases.Investigators determined that Sawyers misappropriated at least $1,490.44 by making personal purchases using the PTO’s debit card. These transactions included online purchases from Amazon and Walmart, most of which occurred during the summer months when the school and PTO were not in session. Sawyers admitted to investigators that the purchases were for her personal use.
After new PTO board members were elected in August 2025, they requested financial records from Sawyers to review the organization’s finances. Sawyers delayed providing those records and later made deposits totaling $2,039.01 into the PTO’s bank account from her personal funds. The deposits were intended to repay the organization for missing funds.
Investigators also identified at least $2,181.38 in questionable transactions made by former PTO board members, including checks written to individuals, retail purchases, and Cash App payments. Due to a lack of supporting documentation, investigators could not determine whether these transactions benefited the PTO.
Based upon this investigation, in September 2026, the Carroll County Grand Jury indicted Rachel Sawyers on one count of theft of property greater than $1,000, and one count of fraudulent use of a debit card.
“School support organizations must act quickly when fraud is suspected and ensure proper oversight of financial activity,” said Comptroller Jason Mumpower. “When bank statements are not reviewed, financial duties are not separated, and unauthorized payment methods are used, the risk of misappropriation rises.”
