David Duncan Named Interim Director Following Hebrard’s Resignation

The Hollow Rock–Bruceton Special School District (HR-BSSD) Board has named former Director of Schools David Duncan as interim director following the resignation of Dr. Myles Hebrard.

During a brief special-called meeting Monday night, December 15, the board unanimously approved Duncan’s appointment as interim director.

No other names were considered.

Board Chair Brad Hurley said the decision was driven by the need for stability and experience during the transition period.

“David (Duncan) understands our system, our budget process, and the work that has to be done between now and the end of the school year,” Hurley said. “That was a big factor.”

Duncan previously served as director of schools for HR-BSSD until his retirement in June 2021.

At that time, he had spent nearly four decades in education, including eight years as director.

His background also includes administrative roles at McKenzie High School and McKenzie Middle School, as well as various teaching and coaching positions.

Hurley said Duncan’s familiarity with district operations made him the most practical interim option, particularly as the district prepares its budget for the upcoming school year.

“He’s coming in mid-year and will be deeply involved in preparing next year’s budget,” Hurley said. “That’s one of the biggest responsibilities he’ll have while he’s here.”

Hebrard remains the district’s Director of Schools through January 7.

Hurley said the transition between Hebrard and Duncan should be a smooth one.

“David and Myles know each other extremely well,” Hurley said. “David transitioned Myles into the role before, and now it’s the reverse.”

According to Hurley, the board does not plan to open the application process for a permanent director until later in the spring.

While district policy outlines the criteria for the position, the board intends to formally set expectations before advertising the opening.

“This is one of the most important decisions a school board makes,” Hurley said. “We’re not going to rush the process.”

Duncan’s interim appointment takes effect January 7 and will remain in place until the board selects a permanent director.
