The Carroll County Commission will vote on a variety of resolutions at their meeting next Monday, October 10, including one that allows the county to seek grant funding for courthouse repairs.
The meeting is open to the public and will take place in the conference room of the Carroll County Office Complex at 625 High Street, Huntingdon at 7 p.m.
“Our courthouse steps and railings are in really bad shape,” Butler said. “This grant would let us make those repairs and finally address ADA compliance issues. The existing ramp doesn’t meet standards—it basically slides straight into the basement door.”
Resolution 11-01-2025 authorizes the county to apply for a $500,000 Historic Development Grant to fund exterior rehabilitation of the Carroll County Courthouse with a $25,000 local match that Butler said is already set aside from the county’s capital improvement budget.
“If we’re approved, the entire half-million will go quickly,” Butler noted.
He explained that the improvements would target the front steps, railings, and installation of a compliant access ramp, along with other exterior work.

Resolutions 11-02-2025 and 11-03-2025 Added Court Fees
Mayor Butler explained that each of two resolutions would authorize a $12.50 court cost fee on all state misdemeanor and felony cases in Carroll County, adding $25 in court-related fees for those going through the judicial system.
One fee benefits the District Attorney’s office and the other for the Public Defender’s office.
He clarified that the fees are not new revenue for the county, but instead supports public safety programs and legal representation.
The fees would help provide representation for indigent defendants in post-conviction proceedings.
“This allows the people using the court system to help pay for the services they receive, not the taxpayers,” Butler said.
Resolution 11-04-2025 Prior Highway Safety Grant Amendment
Commissioners will also vote on a budget amendment adjusting funds from a prior year’s Governor’s Highway Safety Office grant. The amendment reallocates $4,752.54 into overtime pay for deputies by reducing $4,682 from equipment and $70.54 from travel expenses.
Resolution 11-05-2025 Office on Aging Grant Amendment
The Office on Aging’s budget will be amended to include $11,000 in state funding.
Resolution 11-06-2025 ThreeStar Grant – Communications Equipment
The Commission will also vote whether to accept a $250,000 ThreeStar grant for the purchase and deployment of Tennessee Advanced Communications Network (TACN)-compatible radio equipment.
“This is something we’ve worked toward for a while,” Butler said. “It’s a major step forward for our emergency communications system, and it will improve coordination across departments countywide.”
Resolution 11-07-2025
If passed, the Sheriff’s Office will receive $75,000 in additional SRO funding to add a School Resource Officer to Carroll Academy, joining existing SROs already stationed in Clarksburg, West Carroll, and Hollow Rock-Bruceton schools.
“This is a good investment,” Butler said. “The state has been very supportive of Carroll Academy in recent years, and this funding helps continue that partnership.”
Resolution 11-09-2025 Airport Grant Amendments
The county will amend its budget to recognize three federal airport grants awarded through the Bipartisan Infrastructure Law.
The projects include a backup generator for emergency operations, a new apron for corporate hangars, and another for agricultural aircraft operations.
The combined total of the three grants exceeds $1 million.
Resolution 11-10-2025 Prevention Coalition Grant Amendments
The budget for the Carroll County Prevention Coalition will be amended to include two new grants supporting substance abuse prevention and community outreach. In total, the resolution addresses more than $150,000 in grant funding.
