HUNTINGDON, Tenn. — The Carroll County Legislative Body will convene Monday evening at 7 p.m. at the Carroll County Office Complex with a dozen resolutions on the agenda covering road additions, grant applications, board appointments, purchasing policy, a state highway project, and several budget amendments.

The meeting will open with a moment of silence for the late Terry Bradshaw. Bradshaw once served as Carroll County’s Fire Chief. He passed away on February 15.
Roads and Transportation
Commissioners will consider adding Ewe Lane, which is a short, roughly two-tenths-of-a-mile road off Hampton Cemetery Road, to the county highway system, on the recommendation of Highway Supervisor Ricky Scott and the Highway Committee (Resolution 3-01-2026).
Separately, Resolution 3-06-2026 would authorize County Mayor Joseph G. Butler to sign a project proposal with the Tennessee Department of Transportation for safety improvements along State Route 22, from near Old Loop 22/Thorne Lane to south of SR-124 Old McKenzie Road. The federally funded project includes miscellaneous safety upgrades and a j-turn intersection.
Grant Application
Resolution 3-02-2026 seeks authorization for the county to apply for FY 2026 Community Development Block Grant funds through the Tennessee Department of Economic and Community Development. The application could request up to $1,000,000. The Carroll County Fire Department seeks to use the grant to build a training center.
Board Appointments
Two resolutions address appointments to county boards. Resolution 3-03-2026 would reappoint Renee Ford and appoint Daniel Hollowell to the Carroll County Indigent Care Board for terms ending March 2029. Resolution 3-04-2026 would reappoint Casey Drewry and Bradley C. Smith and appoint Louanne Blakketter, Hal Eason, and Vicki Williams to the Carroll County Board of Equalization for terms ending March 2028.
Purchasing Card Program
Resolution 3-05-2026 proposes implementing a purchasing card (credit card) program for the Carroll County Finance Office and Fire Department. The program is intended to streamline small, supply-type purchases below the county’s bid threshold, with usage governed by the county’s existing purchasing policy.
Budget Amendments
Six resolutions propose amendments to various county budgets:
Health Department (3-07-2026): A $48,278 increase to the General Fund to cover a new clerical position at the Carroll County Health Department, fully reimbursed by the State of Tennessee. The funds cover salary, Social Security, retirement, insurance, and other payroll costs.
Fire Department (3-08-2026): A $90,000 reallocation within the General Fund to purchase TACN (Tennessee Advanced Communications Network) radio equipment for the Fire Department and emergency services, offset by decreases across several line items including maintenance, utilities, and other charges.
Library (3-09-2026): A modest $700 budget shift to cover overages on a technology contract, drawing from the Library Reserve Fund.
Grant Fund (3-10-2026): Two adjustments totaling $8,978 — an $8,857 increase for the Office on Aging from additional state funds and a $121 increase for Carroll Academy to purchase a security camera for a transportation van.
Drug Fund (3-11-2026): A $2,000 amendment to cover overtime costs, drawn from the fund balance.
General Purpose School Fund (3-12-2026): A $19,653 amendment from the fund balance to cover increases in liability insurance ($12,601), workers’ compensation insurance ($1,052), and in-service training ($6,000), as recommended by the Carroll County Board of Education.
