CARROLL COUNTY, Tenn. — The Carroll County Grand Jury handed down several indictments Monday, May 4, at Carroll County Courthouse. The indictments are as follows:
Sexual Exploitation of a Minor by Electronic Means
Antonio Lamar Reynolds was indicted on one count of sexual exploitation of a minor by electronic means. The indictment alleges that on or about February 7, 2026, Reynolds, being 18 years of age or older, used electronic communication including webcam to intentionally display or expose a juvenile victim to material containing simulated sexual activity that was patently offensive or intended for the sexual arousal or gratification of the minor or the person displaying the material, a Class E felony.
Possession of Methamphetamine With Intent to Deliver
Randy Lynn Anderson was indicted on charges of possession of methamphetamine with intent to deliver and unlawful drug paraphernalia uses and activities. The indictment alleges that on or about November 23, 2025, Anderson possessed 26 grams or more of a substance containing methamphetamine with intent to deliver, a Class B felony. Anderson is also charged with possession of a glass pipe with residue.
Aggravated Sexual Battery
James Robert Carter was indicted on one count of aggravated sexual battery. The indictment alleges that between December 1 and December 31, 2021, Carter had unlawful sexual contact with a juvenile victim less than 13 years of age, a Class B felony.
Multiple Drug and Weapons Charges
Corri Arnell Fuller was indicted on seven counts, including possession of a controlled substance with intent to deliver (cocaine), possession of a controlled substance with intent to deliver (clonazepam), possession of a controlled substance with intent to deliver (marijuana), unlawful drug paraphernalia uses and activities, and three counts of unlawful possession of a weapon. The indictment alleges that on or about July 21 and 22, 2025, Fuller possessed cocaine, clonazepam, and marijuana with intent to deliver, along with a Springfield AR-15 rifle, a Charter Bulldog .44 caliber revolver, and a Ruger LCP .380 caliber pistol. The weapons charges are elevated to Class C felonies because Fuller had prior felony drug convictions at the time of the offenses.
Six Counts Including Rape and Continuous Sexual Abuse of a Child
Raymond Terrell Hands was indicted on six counts: sexual battery by an authority figure, rape (two counts), statutory rape by an authority figure (two counts), and continuous sexual abuse of a child. The indictment alleges that between January and August 2025, Hands had unlawful sexual contact and penetration with a juvenile victim between the ages of 13 and 18, and that Hands was in a position of trust at the time of the offenses. The continuous sexual abuse charge alleges the abuse occurred over a period of 90 days or more and is a Class B felony.
Theft of Property and Criminal Attempt to Commit Burglary
Christopher Allan Hinson was indicted on theft of property and criminal attempt to commit burglary. The indictment alleges that on or about February 13, 2026, Hinson stole cash between $2,500 and $10,000 from Otto Jordan, a Class D felony, and attempted to commit burglary by trying to enter a vehicle belonging to Ramona Hendon with the intent to commit theft, a misdemeanor.
Possession of Methamphetamine
Warren Daniel Holbrook was indicted on possession of methamphetamine and unlawful drug paraphernalia uses and activities. The indictment alleges that on or about February 27, 2026, Holbrook possessed a substance containing methamphetamine, a Class A misdemeanor, along with a glass pipe, digital scales, and corner bags, all with residue.
Child Abuse or Neglect
Melba Elizabeth Lanier and Frank Dillon Hogg were each indicted on one count of child abuse or neglect. The indictment alleges that on or about April 6, 2026, Lanier and Hogg each left a juvenile victim, eight years of age or younger, alone in the residence for approximately six and a half hours, adversely affecting the child’s health and welfare, a Class E felony.
Six Counts of Aggravated Sexual Battery and One Count of Continuous Sexual Abuse of a Child
Steven Ray Martin was indicted on six counts of aggravated sexual battery and one count of continuous sexual abuse of a child. The indictment alleges that between January 1 and December 31, 2024, Martin had unlawful sexual contact with a juvenile victim less than 13 years of age on six separate occasions, a Class B felony on each count. The continuous sexual abuse charge alleges the abuse was accomplished by six separate incidents of aggravated sexual battery over a period of 90 days or more, a Class A felony.
Soliciting Sexual Exploitation of a Minor, Sexual Battery by an Authority Figure, and Sexual Battery
Robert Martin Shands was indicted on three counts: soliciting sexual exploitation of a minor, sexual battery by an authority figure, and sexual battery. The indictment alleges that between January 2017 and September 2024, Shands used electronic communication including webcam to command, hire, persuade, induce, or cause a juvenile victim to engage in sexual activity that was patently offensive, a Class B felony. The indictment further alleges that between June 1 and June 30, 2023, Shands had unlawful sexual contact with a juvenile victim between the ages of 13 and 18 while in a position of trust, and that the contact was accomplished by force or coercion.
Threats of Mass Violence and Harassment
Rondarious Joeman Weddle was indicted on threats of mass violence and harassment. The indictment alleges that on or about December 12, 2025, Weddle communicated by telephone a threat to commit an act of mass violence to Huntingdon Health and Rehabilitation Center, where four or more persons were present, causing the facility to fear imminent serious bodily injury or death, a Class E felony. Weddle is also charged with communicating a threat of harm to Huntingdon Health and Rehabilitation Center and to an individual known to Weddle, a Class A misdemeanor.
Possession of Methamphetamine With Intent to Deliver and Possession of a Controlled Substance
Anthony Dalton Grant Young was indicted on possession of methamphetamine with intent to deliver and possession of a controlled substance. The indictment alleges that on or about September 4, 2025, Young possessed less than half a gram of methamphetamine with intent to deliver, and approximately five grams of marijuana.
Tampering With Evidence and Accessory After the Fact
Phillip Bishop Williams was indicted on tampering with evidence and accessory after the fact. The indictment alleges that on or about August 21, 2025, Williams intentionally located and removed evidence hidden by Keith Haynes following an aggravated assault, with the intent to impair its availability in an investigation or official proceeding, a Class C felony. Williams is also charged with knowingly providing Haynes a means of avoiding arrest by concealing evidence, a Class E felony.
